Texas Insurance Commissioner Brown Announces Retirement Plans

Texas Insurance Commissioner Cassie Brown is set to retire on February 2, marking the end of more than four years of dedicated service at the helm of the Texas Department of Insurance (TDI).

Appointed by the governor, the Texas insurance commissioner plays a crucial role in regulating the state’s insurance market, which is valued at an impressive $293 billion, making it the second largest in the nation. As of now, Texas Governor Greg Abbott has not disclosed who will succeed Brown in this pivotal position.

During her tenure, Brown has been instrumental in overseeing a complex market that encompasses over 3,400 insurance companies and the licensing of more than 875,000 agents and adjusters. A significant focus of her leadership has been on educating consumers about various aspects of insurance, including coverage options, the claims process, and strategies to avoid scams, as highlighted in a statement from TDI.

Reflecting on her time at TDI, Brown stated, “I leave knowing that TDI can be counted on to protect consumers, maintain a competitive insurance market to provide consumers with a choice in the company they use and insurance products they purchase, and provide industry with a stable regulatory environment that welcomes new business and innovation to the state.”

David Durden, General Manager of the Texas Windstorm Insurance Association, praised Brown’s leadership, noting her ability to navigate a challenging industry “with fairness and an emphasis on the importance of a well-functioning insurance market to the Texas economy.”

Durden further emphasized that under Brown’s guidance, TDI has worked diligently to ensure that windstorm and other property insurance remain accessible for homeowners and businesses across Texas, even amidst insurer insolvencies and market constraints.

Brown’s journey as insurance commissioner began in September 2021, following her role as the commissioner of workers’ compensation. Prior to that, she served as deputy commissioner for regulatory policy at TDI from 2011 until her appointment to the Division of Workers’ Compensation (DWC).
