Washington Senate Approves Bill for Enhanced Transparency in Wildfire Risk Scoring

In a significant move towards enhancing transparency in wildfire risk assessments, the Washington state Senate has nearly unanimously passed legislation aimed at making wildfire risk scores more accessible to the public. Senate Bill 5928, which received a vote of 48-1, is championed by Insurance Commissioner Patty Kuderer and sponsored by Sen. Judy Warnick (R – Moses Lake).

Insurance companies rely on third-party wildfire risk scores to assess a property’s vulnerability, which in turn influences coverage eligibility, pricing, and renewal decisions. These scores are generated using a combination of satellite imagery, property data, historical insurance loss data, and fire science. However, Kuderer points out that these assessments often overlook community or property-level mitigation efforts that could significantly alter a property’s risk profile.

Under SB 5928, insurers will be mandated to disclose wildfire risk scores when they are utilized. They must also clarify the factors that contribute to these scores and provide consumers with straightforward, actionable steps to improve their ratings. This is particularly beneficial for property owners who have undertaken mitigation efforts since their last evaluation or those who believe their current risk assessment is inaccurate, as they will now have the right to appeal such decisions.

The bill is now set to move to the House of Representatives for further consideration, marking a pivotal step in enhancing consumer rights and promoting transparency in the insurance industry.
