MIA Appoints Thornton, Matthewson, and Fountain; Trucordia Names Dunning for Eastern Region
Thornton to Lead Maryland Insurance Administration’s Property and Casualty Division

Maryland Insurance Commissioner Marie Grant has announced the appointment of Courtney Thornton as associate commissioner of property and casualty. Alongside her, Brent Matthewson has been appointed as chief data officer, and Sharon Fountain will serve as director of mental health parity and network adequacy.
In her new role, Thornton will oversee the Maryland Insurance Administration’s (MIA) property and casualty division, which includes a complaints unit and a rates and forms unit. Thornton brings a wealth of experience from her previous position at the Maryland-National Capital Park and Planning Commission, where she served as lead senior counsel and was a subject matter expert on insurance-related legal matters. Prior to her tenure at the commission, she spent 12 years in various legal roles within the insurance industry, working for notable companies such as Liberty Mutual, Zurich North America, AIG, and Nationwide.

Matthewson is stepping into the newly created role of chief data officer at the MIA. With extensive experience in the healthcare, financial services, and retail energy sectors, he has successfully led large teams and multimillion-dollar initiatives aimed at transforming information assets into competitive advantages. Most recently, he served as chief data officer at WellStar Health System, where he spearheaded a modernization effort to establish a fully integrated, cloud-based data enterprise.

Fountain joins the MIA after a significant tenure as a senior employee benefits specialist at the U.S. Department of Labor from 2021 to 2025. Before that, she spent nearly two decades at Bloomberg Industry Group, where she held the position of deputy director at Bloomberg Law and managed compensation planning within the company’s tax and accounting division. In her new role, Fountain will lead a unit within the market regulation and professional licensing division, focusing on the enforcement of mental health parity and network adequacy requirements related to health insurance products.
Trucordia Appoints Dunning Head of East Platform

Trucordia, based in Lindon, Utah, has appointed Roger Dunning as head of the east platform, where he will oversee all Trucordia offices and business operations throughout the eastern United States.
Dunning brings nearly three decades of insurance industry experience, specializing in commercial lines production, P&L management, and property/casualty insurance across various carriers, managed care partners, and broker agencies. His most recent position was president of the New England region at USI Insurance Services, where he also served as practice leader for northern New England.
