Alliant Selected as Broker for New York MTA’s $2 Billion Subway Initiative

Alliant Insurance Services has been selected by New York’s Metropolitan Transportation Authority (MTA) to serve as the insurance broker for Phase 2 of the Second Avenue Subway project. This significant undertaking, valued at $2 billion, commenced in 2025 and is projected to span four years until completion.

In its role as the broker for MTA’s Capital Plan Owner Controlled Insurance Programs (OCIPs) 1 and 2, Alliant has successfully marketed and placed insurance for both initiatives. The firm has also provided a comprehensive suite of OCIP services, which includes administration, claims management, safety protocols, and loss control measures.

Alliant’s expertise has already proven beneficial; during the initial OCIP program, the company managed to save the MTA between 2-3% of its estimated construction value. This achievement played a crucial role in Alliant securing the contract for the Phase 2 OCIP after a competitive bidding process involving three major brokers.

The firm’s specialists in construction and public entities possess a deep understanding of the unique challenges associated with OCIPs. In particular, they are well-versed in the specific regulations, labor laws, and project owner requirements that are pertinent to clients in New York.

“The MTA win demonstrates Alliant’s credibility and competency in broking the most complex construction projects in the public entity space,” stated Peter Arkley, president of National Brokerage at Alliant.

Phase 2 of the Second Avenue Subway aims to enhance transportation options for the residents and businesses of East Harlem. The MTA describes this area as a “subway desert,” having lacked adequate subway service since the Second Avenue El ceased operations above 57th Street in 1940. This new phase will reinstate subway access to the neighborhood by extending Q line service north from 96th Street to 125th Street, creating three new stations at 106th, 116th, and 125th Streets.

The MTA serves a vast population of 15.3 million people across New York City, Long Island, southeastern New York State, and Connecticut. Its extensive network includes the largest bus fleet in the nation, along with more subway and commuter rail cars than all other U.S. transit systems combined.
