Mosaic Expands Global Transactional Tax-Risk Team; The Hartford Appoints Hill as CUO for Small Business

Mosaic Insurance, based in Hamilton, Bermuda, is responding to the growing demand in the transactional tax-liability sector by expanding its North America and international teams. The company has recently added four tax-risk specialists and promoted another, bringing its tax team to a total of nine specialists. This team focuses on various M&A-related and standalone tax risks, ensuring that clients receive expert guidance in navigating complex tax landscapes.

In the United States, Heather Eskey has joined Mosaic as a senior vice president (SVP), where she will support tax risks in North America. With a wealth of experience, Eskey previously led Chubb’s transactional risk tax group and has served as a tax attorney at prestigious global law and accounting firms. Additionally, she has held the position of in-house corporate tax counsel at AIG, equipping her with a robust understanding of the industry.

Another key addition to Mosaic’s New York office is Caleb Smith, who has taken on the role of vice president in the tax-liability unit. Smith comes from Davis Polk Wardwell LLP, where he worked as a tax attorney, advising clients on the U.S. and international tax implications of corporate transactions. Before attending law school, he gained valuable experience in Washington, D.C., serving in various public-policy roles.

Ze’ev Deutsch, who joined the New York office in 2022, has been promoted to senior vice president within the tax team. Deutsch previously practiced law at Fried, Frank, Harris, Shriver & Jacobson LLP, bringing a wealth of legal expertise to his new role. Additionally, Roktim Kaushik, a vice president and former tax attorney at KPMG, continues to support the New York-based team, enhancing their capabilities in tax liability management.

Across the Atlantic in the UK, Mosaic’s international tax underwriting team is led by Greg Branagan, SVP, and includes Camille Zabukovec, assistant vice president (AVP). The team has recently welcomed Byron Thomas, SVP, and Li Hong Gosen, AVP, as tax underwriters. Thomas, a barrister, previously led the international tax underwriting team at Themis Underwriting and has over a decade of experience as an international and M&A tax advisor at EY, where he served as a director in London.

Gosen brings her expertise in M&A tax law from her previous roles at KPMG and EY in both the Netherlands and London. She has specialized in cross-border structures and transactions for a range of businesses, from listed companies to mid-market enterprises, making her a valuable asset to the team.

Transactional liability is one of eight lines of business that Mosaic underwrites, alongside other focus areas such as cyber, environmental liability, financial institutions, political risk, political violence, professional liability, and excess casualty.

The Hartford Names Hill CUO of Small Business

The Hartford has appointed Pete Hill as the chief underwriting officer of its small business unit, succeeding John Russo, who has transitioned to CUO for The Hartford’s global specialty wholesale & international business. Hill will report directly to Chris Jones, head of The Hartford’s Small Business unit.

With over 15 years of underwriting experience at The Hartford, Hill has played a pivotal role in developing the company’s small business underwriting capabilities, which are recognized for their speed, ease, and accuracy. Most recently, he served as vice president of small business product management, overseeing The Hartford’s Spectrum line of business and driving consistent profit and growth even in challenging market conditions.

In his new role, Hill will lead the small business underwriting strategy and execution, ensuring consistency, discipline, and profitable growth, including E&S binding.
