New MD Board Appointment for Packer; Parkhurst Takes Role as TDCI General Counsel
In the ever-evolving landscape of property-casualty insurance, litigation and regulation remain pivotal. Recently, a national law firm and a state regulatory body have appointed new leaders to navigate these complexities.

Marshall Dennehey, a prominent law firm with offices across seven Eastern U.S. states, has announced the election of Michael Packer as a member of its board of directors during the annual shareholder meeting held in December. Packer, who serves as the managing attorney for the firm’s Fort Lauderdale office, has dedicated nearly 20 years to Marshall Dennehey. He co-chairs the firm’s insurance services practice group, representing some of Florida’s largest insurance carriers. Packer holds a degree from the State University of New York at Albany and earned his law degree from the University of Miami School of Law.
In a parallel development, the Tennessee Department of Commerce and Insurance has appointed Rebekah Parkhurst as its new general counsel.

As the chief legal advisor for the department, Parkhurst will oversee legal services across all divisions of the Tennessee Department of Commerce and Insurance (TDCI). With approximately 20 years of experience in state government legal matters, she has previously served as an assistant state attorney general and as deputy general counsel with the Department of Human Services. Parkhurst earned her law degree from the Appalachian School of Law and her bachelor’s degree from Marshall University. She succeeds Michael Driver, the former TDCI General Counsel, who transitioned to the private sector after 17 years of service in state government.
