Policy Specialist Ochs Selected by NJ Governor Sherrill as Banking and Insurance Commissioner
New Jersey Governor Mikie Sherrill has announced her intention to nominate Susan Ochs, a seasoned expert in financial services and economic policy, as the new Commissioner of the Department of Banking and Insurance (DOBI).
Ochs brings a wealth of experience to the role, having served as a senior advisor to the head of the Troubled Asset Relief Program (TARP) during the Obama Administration. Her extensive background also includes significant positions in the Clinton Administration and at the Securities and Exchange Commission.
In her capacity as DOBI commissioner, Ochs will be responsible for overseeing various sectors, including banking, insurance, real estate, and healthcare markets. She will also manage Get Covered NJ, the state’s healthcare exchange.
“We need a leader who will work to lower insurance costs for Garden State families, whether that’s healthcare or auto insurance,” Governor Sherrill emphasized.
If confirmed by the state Senate, Ochs will take over from Justin Zimmerman, who has held the commissioner position since November 2024 and will continue until the end of 2025.
Currently, Ochs serves as the CEO of Ochs Advisors, a consulting firm that specializes in leadership and organizational strategy. Additionally, she is a certified executive coach and an adjunct professor at Fordham Law School, where she teaches in the Program on Corporate Ethics and Compliance.
Ochs has also made significant contributions to policy reform. She founded a policy initiative at the Aspen Institute aimed at transforming banking culture and outcomes, a project inspired by her experiences at the U.S. Treasury following the 2008 financial crisis. Her policy expertise extends to her advisory role in New Jersey, where she has acted as a liaison to the business community on economic affairs.
In the private sector, Ochs has been part of the executive teams at two behavioral research firms within the WPP Group and has worked with the Long-Term Stock Exchange, advocating for long-term thinking among companies and investors. Earlier in her career, she held investment roles at J.P. Morgan Investment Management and the private equity firm Solera Capital.
“These are challenging times for financial consumers, and I look forward to leading an agency that is working every day to help secure their health and financial wellbeing,” Ochs stated in her announcement.
Ochs holds an MBA from Harvard Business School and a BA in Economics from Duke University. A native of New Jersey, she currently resides in Monroe Township in Middlesex County.
