Upcoming Requirement for Auto Insurers: Submitting Data to Kentucky’s New Insurance Verification System

Kentucky’s Transportation Cabinet and Department of Insurance have recently introduced a new vehicle insurance verification system. Auto insurers are required to begin their integration by January 15, 2026.

The Kentucky Insurance Verification System (IVS), which was authorized by state lawmakers earlier this year, aims to provide state agencies with real-time access to auto insurance information. This initiative is expected to enhance the identification process for uninsured drivers, as highlighted in a bulletin from the Department of Insurance (DOI).

Insurance carriers that cover a minimum of 1,000 registered vehicles are mandated to make their insurance verification systems and business records accessible starting next year. The new state system is currently open for registration, testing, and product integration.

While the state does not require carriers to report information on commercial vehicles, it is highly recommended. Additionally, vehicle identification numbers are not necessary for fleet policies. Insurers are instructed to utilize the secure file transfer protocol detailed in the DOI bulletin.

Key dates for the implementation of the new system include:

  • January 15, 2026: Deadline for insurance companies to register on the IVS website (www.KentuckyIVS.com).
  • July 1, 2026: Carriers must submit a test book-of-business file to the IVS system and verify web connectivity.
  • October 1, 2026: Insurers should transition to full use of the new IVS system, activate web services, and commence book-of-business submissions.

Once the new service is operational, the legacy Automobile Liability Insurance system will be phased out.
