Texas Governor Greg Abbott has unveiled a comprehensive five-point plan aimed at reforming the state’s property tax system, designed to provide significant relief to homeowners.
This initiative is a cornerstone of Abbott’s re-election campaign as he seeks a fourth term in office. The Republican governor announced the plan during a Taxpayer Empowerment event in Houston, emphasizing its potential to impose stricter limits on local government spending and to implement tighter caps on property appraisals. A key goal of the plan is to eventually eliminate school district property taxes for homeowners.
“Texas is the state that’s most on fire in the entire United States of America. If you look at our economy, we’re ranked No. 1 for jobs, No. 1 for economic development, No. 1 for doing business,” Abbott stated in an interview with Fox News Digital. “What our goal is is to make sure we continue to pass policies that keep Texas attractive, and that’s why today I talked about my reforms to make sure we slash property taxes in Texas.”

The governor’s proposal includes limiting local government spending growth to either population growth plus inflation or 3.5%, whichever is lower, as reported by FOX 7 Austin.
Additionally, Abbott’s plan would require a two-thirds majority vote from residents for any local property tax increases, mirroring a supermajority requirement for certain statewide tax hikes. This would empower voters to have a say in property tax policies, allowing 15% of voters in a jurisdiction to petition for a rollback on property taxes.

This change is intended to help homeowners better predict their property taxes. The proposal also seeks to lower the cap on homestead appraisal increases from 10% to 3% annually, extending these appraisal caps to all properties, including rental and commercial ones.
