Tim Scott Highlights China Competition as Defense Bill Moves Forward to Trump


Senate Banking Chairman and former presidential candidate Tim Scott, R-S.C., outlined significant components of the National Defense Authorization Act (NDAA) aimed at countering China. His efforts are designed to position “America for the long run” against this rising communist power.

As the leading voice for the banking sector in Congress, Scott emphasized the necessity of including provisions targeting China in the annual defense spending bill. In an exclusive interview with Fox News Digital, he stressed the importance of ensuring that American currency does not “fund our adversaries” and that the U.S. must maintain its dominance in artificial intelligence and semiconductor technology.

“It’s crucial for us to recognize that we still hold the high ground, and maintaining that position requires an assertive stance against China,” Scott stated.

“This encompasses everything from how we review our sanctions, to the ongoing discussions about chips and the role of artificial intelligence in that context,” Scott elaborated.

The NDAA was passed in the House in early September and is now set to be presented to President Donald Trump after successfully passing in the Senate on Wednesday.

Among the key legislative measures included in the NDAA are three significant acts highlighted by Senator Scott.

The Protect Our Bases Act updates the Committee on Foreign Investment procedures, mandating regular updates to federal records of sensitive sites and introducing annual reporting requirements. This legislation was prompted by a 2022 incident involving a Chinese-owned company’s attempted land purchase near Grand Forks Air Force Base, which exposed weaknesses in the existing review process.

The NDAA also extends the Defense Production Act (DPA), originally enacted in 1950, which allows the U.S. to enhance its industrial capacity during national emergencies. Scott advocated for provisions in the defense bill that establish core functions in defense production and bolster domestic supply chains.

This legislation also introduces new reporting requirements and targeted exemptions to enhance transparency while limiting transactions considered high-risk to U.S. national security.

Senator Scott emphasized the importance of these legislative measures, stating that it is crucial to stay ahead of China, which he characterized as a communist nation that thinks “in generations, if not centuries.” He believes that economic strategies are the most effective tools against the People’s Republic of China.

“Positioning America for the long run against China is incredibly important,” Scott reiterated. “China does not think in election cycles; they think in generations, if not centuries.” He concluded by stating, “The more we leverage our economic tools, the better positioned we are as a nation and as a global community.”
